Why does my spa water go down when I Turn Off the water?

This could mean that the check valve is bad or debris is stuck inside of it. The check valve is designed to keep the water from dropping down to the pool water level in an elevated spa (which is how most pools with spas are designed). If the check valve is not working properly, water will flow back down through the pipes as gravity takes effect.
