Why does the top electrical outlet not work?
A bad connection, outdated wiring, or a tripped circuit breaker can cause a malfunctioning outlet. But there are instances where only half of an electrical outlet works and the other one doesn’t. It can happen for multiple reasons, and it is wise to call an electrician to look into the issue.
Does a range hood have a plug?
All wall mount range hoods today come with a wire with a plug, you will need to provide a power outlet behind the chimney cover, see the above diagram.
Can you run electrical wiring through an exhaust vent?
NEC 300.22 specifically covers wiring within spaces that handle exhaust or environmental air. Basically, an exhaust vent line cannot have any electrical wiring installed within it. Not nonmetallic, not MC, not rigid conduit, nothing.
Can you put plumbing above or below electrical wiring?
The water would basically have to come in around the outlet. Since you cannot always pick the height of your outlet (you won’t have normal room outlets 3 feet off the ground) it is sometimes not possible. NEC code mentions no issues with either install but again would put plumbing lower.

In the same bulkhead that will have this vent, there is some electrical wire (some 12/2 NM and some low voltage speaker wire). Do I have to do anything special to keep the wire away from the vent?

What should I do if my vent hood is not plugged in?
If the vent hood is not plugged into a wall outlet, check the home circuit breakers or fuses. To determine if the thermal fuse has blown, use a multimeter to test the fuse for continuity. If the thermal fuse does not have continuity, replace it. The main control board might be defective.
