Why does my hot water heater have two thermostats?
A dual-element water heater uses two heating elements controlled by two separate thermostats. The upper element heats the upper portion of the water column. Depending on your water usage, the temperature can be lowered. This uses less electricity, lowering your electricity bill.

To check the thermostat settings: Turn off the power to the water heater in the service panel. Remove the access panel, insulation, and plastic safety guard from each heating element on the water heater. Do not touch any wires or electrical terminals.
What to do if your hot water heater is not producing hot water?

If your water heater is producing hot water, but not enough of it, your unit could be too small to meet the household’s hot water demand.
