Why can you only spend 15 minutes in a hot tub?
Hot tubs have seats at various levels for a reason–to allow you to move around and cool various parts of your body. If you sit at the lowest level for 15 minutes or more, you allow your core body temperature to rise a lot faster than it would if, say, you moved to a seat at which your upper torso was out of the water.
Why does my hot tub cut off?
Hot tubs lose water through evaporation. You may need to top the water up if the level drops down too low. Otherwise, the hot tub skimmer will suck in air instead of water. This will cause the heater to cut out as not enough water is passing through it.

The Hi-Limit shuts off the heater or spa equipment when it detects a water temperature of 109° – 116°. The Hi-Limit on most newer spas can be reset by turning off the spa’s main power supply, and allowing the water to cool to below 100°.
