No flow errors are either insufficient water flow, or a disconnected sensor, or a bad sensor. Start by checking the skimmer basket, pump strainer basket, and cleaning/backwashing the filter. If that doesn’t do it, take a look at the sensor cable and make sure it is properly connected and not cut anywhere.

Is it normal to get a Flo error on a water heater?
A FLO error is normal if the heater is powered up when the pump is off. However, it is preferred (though not essential) that the heater be powered down when the pump is off. You might want to read this topic on cleaning a cartridge filter. It may well have some suggestions you haven’t tried yet.
