What does the main breaker do?
The main breaker is designed to interrupt a larger amperage load. The main circuit breaker controls the electricity flow from your two main wires to your hot buss bars. Tripping the main circuit breaker disrupts the 240 volts of electricity before it reaches your branch breakers.
Is it okay to flip the main breaker?

Why are water mains supposed to be dead ends?
An important maintenance task is to ensure water is thrust through the system at a decent velocity to clear out stagnant water. Dead- end mains, typically in cul-de-sacs, at the end of rural streets, or even in a looped line, are known problem areas for water stagnation.
How to turn off the water in a building?
When the valve handle is turned to a right angle to the piping the water supply is OFF. For round handled water shutoff valves, turning the valve “in” or clockwise turns the water OFF and turning the valve “out” or counterclockwise turns the water ON.
