The heater will only operate for a short time before it cuts off and displays the message “Water Sw Open.” Even if the water flow in the pool intake and return appear normal, it still may be possible the flow could be restricted enough to not allow the pressure switch to close and therefore stop the heater from firing.

Sounds odd that you turn it on and the switch is open. The rollout switch connects inside the cabinet right behind where the gas pipe comes into the gas valve. I have seen a few cases where the installer moved the rollout switch so they could install the gas pipe and they failed to put it back in place.

Why is the rollout switch open on my Raypak pool heater?
It may be a good idea to contact the installer and see if they are a warranty person for Raypak so they can diagnose what has caused the issue. When do you roll out the roll out switch?
Here is what I found in the manual: Roll Out Sw Open – Rollout Switch – verify gas pressure, combustion air, blocked heat exchanger, proper vent size/connections, high wind conditions. The rollout switch is activated when something like wind causes the flames to shoot out towards the front of the unit.
