If the ball is in the mid position, water can flow through both outlet ports. When un-powered, a spring pulls the ball into a position where the port to the hot water tank is open and the port to the central heating radiators is closed.

Most valves use the Synchron motor (although not all) which is easy to buy and fit from a Plumbers Merchant. Alternatively it may be a really s tty system which is not allowing the ball inside the valve to close, but that’s a bit unlikely.
