If you see white flakes it is actually not paint but may be either calcium scale deposits or biofilm residue in your pool due to bad pool chemistry. Calcium scale deposits occur when your water has too much calcium. The white flakes may be calcium deposits that have accumulated over time.

Our ice is cloudy at the center, clear near the edge. When it melts, it leaves little white particles floating in our glasses. Our water is poured from a Brita pitcher, and is clear as a bell until we add ice. We installed an inline filter outside the fridge, but got no joy. We’re still getting white stuff in our water.
