Yes, having the jacks down takes pressure off of the tires and suspension. But it wouldn’t really be necessary to do this. It helps to prevent the tires from flat-spotting but it’s not really mandatory. Yes, exposing the jacks to the cold weather including rain and snow wears them down more than having them up.

So, should an RV be stored level? Yes, in fact, you will need to ensure that your RV is parked as level as it possibly can be. In a case where you do have an uneven surface, then you should position the fuel tank at the lower end.
