Why does my Raypak hot water heater not ignite?

I do not understand why Raypak would have a spark igniter AND a pilot. If the unit continues to spark after the pilot is lit, you most likely have a bad system board. A lot of home furnaces are done the same way. It has to do with how the flame proving circuit works for that style of control board.

Is the Jandy part the same as the Raypak heater?

Historically, the exact same Jandy part (R0012200) is a fraction of what Raypak had wanted. Shine a light down from the top, and take that picture again. It will give you an idea of how obstructed it is.
