To test the relay check for continuity between post 30 and 87. It should show no continuity or OL on the meter. thats your switched contacts. Then check between 85 and 86. This is the coil side that energizes to move the contacts. It should be around 50-100 ohms if my memory serves me correctly, its been a while since electrical class.

OH MY GOD, it is the blower motor messed up, cause its getting 12V but not working. Was able to pull one of the vents out on the front of the dash & kinda got some access to the blower motor wires, ol test light lit right up when the switch was turned on.
