How long does it take for Power Light to turn off after shutdown?

Around Feb. 7 2018 after some Microsoft/Windows updates, PC power light will not turn off after shutting down. Restoring PC back to earlier date, prior to updates, did not solve problem.
Why is the LED light on my HP Pavilion not working?
The LED light by the power inlet socket does not come on when mains cable is plugged in. The power button light does not come on. What should I do if my light switch won’t work?
You could also take the switch out of the circuit, touch the two wires together and see if the fixture works properly. If so, that tells you that the switch is still the issue. If it doesn’t work, but, you have power, the neutral may be the problem as suggested above. Be careful. Bob. Re: Power to the fixture, but no light.
