You can leave the power switch on the heater on, and jump between the th and the pp/th. 39 millivolts is too low, however if it is actually 390 millivolts, then this should be enought to fire the heater. Depends on where your meter is set at. I am trying to find the correct manual still, let me know if it fires when jumping.
